For decades, the Special 301 Report has been a key tool in identifying and pressuring foreign governments that fail to uphold IP rights, ensuring that U.S. businesses and researchers remain competitive on a global scale. However, in recent years, this critical report has softened its stance, failing to call out major offenders and dangerous policies like compulsory licensing—where foreign governments allow domestic companies to infringe on American patents without consequences. Without stronger enforcement, biotech innovation risks slowing down, limiting future medical breakthroughs and economic growth.
